1. What Is an Apostille?

The convention was drafted by the Hague Conference on Private International Law with the goal of simplifying the authentication of public documents between member states, eliminating the need for lengthy consular legalization processes.

In simple terms, an Apostille is a certification affixed by a designated authority to verify the authenticity of the signature, seal, and issuing body of a public document. It does not confirm the content's truthfulness but ensures that the document was legally signed and certified by the relevant authorities. As of now, over 120 countries and regions, including the United States, the United Kingdom, Canada, Australia, Japan, South Korea, Singapore, and most EU member states, have joined the Apostille Convention.

Notably, China officially joined the convention on March 8, 2025, and it came into effect on November 7, 2025, bringing significant convenience to Chinese citizens and businesses conducting affairs overseas.

2. Apostille vs. Traditional Consular Authentication

Previously, Chinese citizens needed to go through a two-step process-first certifying documents at the Chinese Ministry of Foreign Affairs, then again at the embassy or consulate of the target country-to use documents like diplomas, marriage certificates, birth certificates, or business licenses in non-diplomatic countries. This double-certification process was time-consuming, cumbersome, and costly.

With China’s accession to the Hague Convention, starting from November 2025, documents issued in China can now be authenticated with a single Apostille stamp from designated Chinese authorities before being used in other signatory countries. This significantly reduces processing time and costs, offering a more efficient solution for cross-border documentation.

For example, prior to the change, Chinese students applying to Dutch universities had to submit their diplomas first to the Chinese Ministry of Foreign Affairs for authentication, then to the Netherlands Embassy in China-a process that could take more than two weeks. Now, they simply need to obtain an Apostille label from the Chinese Service Center for Scholarly Exchange under the Ministry of Education or provincial foreign affairs offices before submitting the documents directly to Dutch institutions.

3. Which Documents Can Be Apostilled?

Not all documents are eligible for Apostille certification. According to the convention, only public documents Public Documents qualify. These include

1. Government-issued documents ID cards, household registers, birth certificates, death certificates, marriage certificates, divorce judgments, etc.

2. Initial notarization if required If the document hasn’t been notarized, it must first be processed at a notary office.

3. Submit to the authentication agency Bring the document to the Ministry of Foreign Affairs’ Department of Consular Affairs or an authorized provincial foreign affairs office.

4. Pay the fee and wait for processing Fees vary based on document type and quantity; processing typically takes 3-5 working days.

5. Receive the Apostilled document Once completed, a numbered Apostille sticker will be attached to the document for verification by the destination country.

Some provinces have already launched online application systems. For instance, since 2025, the Jiangsu Provincial Department of Foreign Affairs has offered an online Apostille service, allowing applicants to upload digital materials via government platforms and receive remote processing, further improving efficiency.

First, the certificate is issued by the local police station where the person is registered. Then, it is notarized at a local notary office. The office attaches a blue-and-white Apostille sticker to the back of the document. This sticker includes an authentication number, issue date, issuing authority name, and a QR code for verification. This standardized format is widely accepted by most Hague Convention member states. Upon receipt, Spanish authorities can scan the QR code or enter the number on the relevant website to verify the document’s authenticity.
