1. Applicable Situations Single-headed declaration is suitable for small-scale enterprises with fewer export goods, while double-headed declaration is suitable for large-scale enterprises with more export goods.
2. Tax Issues In single-headed declaration, exporters only need to handle one tax declaration and payment obligation, which is relatively simple. However, in double-headed declaration, attention should be paid to the coordination and payment of taxes between two exporters, and it is necessary to avoid the problem of double taxation.

But if the quantity is large, double-headed declaration should be considered to gain better price advantages.
2. Collaborative Partners If enterprises cooperate with certain foreign clients or agents who require separate invoices and declarations, double-headed declaration is more appropriate. If an enterprise collaborates with multiple agents or intermediaries, then double-headed declaration can better control risks and avoid problems of double taxation.
3. Tax Consideration Enterprises need to comprehensively consider their own tax situation and that of their partners to decide which customs declaration method to adopt. If the tax coordination between the enterprise and its partners is simple, single-headed declaration is more convenient. However, if there are complex tax issues, double-headed declaration should be considered to avoid potential tax risks.
4. Cost-Benefit Analysis Enterprises need to comprehensively consider the costs and benefits of single-headed and double-headed declarations. When considering costs, factors such as agency fees, tax handling, and risk control should be understood; when considering benefits, factors such as price advantages and business expansion should be taken into account.
